About Counsel

Background

Richard E. Stites

I received my bachelor’s degree, cum laude, from the University of Illinois, with double majors in economics and finance and a minor in psychology. I participated in the James Scholar program at the University of Illinois and was a member of the honorary fraternities of Phi Alpha Delta, Phi Kappa Phi and Phi Beta Kappa. I also received the award of highest departmental distinction in my major from the Finance Department at the University of Illinois. After undergraduate work, I went on to attend the Indiana University School of Law at Bloomington, Indiana where I served as the Administrative Editor on the Board of Editors for the Indiana Law Journal from 1978 to 1979 and was an author for the Journal. While in my third year of law school, I was granted the valuable opportunity to be an intern clerk for the Honorable S. Hugh Dillin, United States Federal District Court for the Southern District of Indiana, Indianapolis, Indiana. I graduated magna cum laude from Indiana University School of Law in 1979 with a Juris Doctor degree and was inducted into the honorary society of the Order of the Coif at the time of graduation.

I began my legal career at the Bloomington, Illinois firm of Livingston, Barger, Brandt, Slater & Schroeder in 1979 and became a partner in 1985. Over the years, the Livingston firm eventually expanded to three different locations in Illinois and I functioned as its Managing Partner for many years before starting my own legal consultation and representation practice, Legal Resources PLLC. Though most of my practice has always generally been centered around civil defense litigation, I have also practiced in the areas of business planning, risk management, defense of law enforcement, medical malpractice defense, hospital and pharmaceutical defense litigation, insurance contract interpretation and coverage dispute issues.  I am honored to be called upon by others in the profession to mediate matters of substance by reason of my legal and financial background. I had the unique experience to act as counsel for law enforcement relative to National Security Events (e.g., a NATO and G8 conference in the United States) and develop the legal strucure for the Illinois state agency ILEAS. Over the years, I have had the privilege of  handling over 800 cases of various kinds in trial and appellate courts, state and federal, in Illinois, principally involving cases with alleged damages of a significant nature or seeking injunctive relief. I have also served as corporate counsel to local enterprises. In recent years, my focus has been on business law, legal consultation and litigation, medical malpractice defense and the handling of catastrophic loss cases.
